I can't remember the sources at the moment, but from what I remember:

Circumcision went out of favour in Britain during the 1700s, for a number of reasons - one of the main ones being that it was practiced by Jews and Muslims (don't you just love our tolerant history?). It didn't become popular again until the late Victorian era (and only really amongst the higher classes) when Queen Victoria decided that her family was descended from King David of Israel and said that all her sons should be circumcised. Personally I think that this probably means William was born too early for the procedure to be the norm.

Circumcision dropped in popularity again in Britain after the NHS was formed, due to a report that said infant circumcision led to about 16 children's deaths a year.

In America, however, circumcision carried on apace, with the main reason given being that it would stop the insanities of self-abuse. Yes, modern thinking there. In Xander's age range out of around 8,000,000 men, 7,000,000 have been circumcised (rough figures here) and I think the circumcision rate was 87%.
