Angel has no reason to believe that Spike is reformed, and that would be because a) Angel isn't actually an idiot and b) Spike isn't reformed; he's doing what he has to because he wants Xander. If Xander wasn't in the picture then things would be very different. Angel just needed Spike to admit that and not string him along with a bunch of shite.
